- The John Mark Stallings Special Needs Accessible Playground of Morgan County is a collective effort of Hartselle area civic clubs, organizations & individual volunteers. Bob Francis with the Hartselle Industrial Development Board is the Project Manager. Phase 1 (Swing Area) & Phase 2 (Aqua Zone Splash Water Park) is now completed & the SNAP Committee is in the fundraising stage of Phase 3 to raise in excess of $350k to complete the playground area. The first SNAP support meeting is planned for Monday January 28th at 6:30 at The Sparkman Civic Center. This will be a fun meet and greet meeting. It will be a good time for parents and kids to meet and get to know each other. Please let us know if you have any questions. I hope to see you there!
